California Will Vote on a $25 Billion Homebuyer Program. What It Could Mean for San Diego Buyers and Sellers

California voters have a housing decision to make. According to Realtor.com, the Nov. 3 ballot includes three propositions aimed at helping homebuyers. Among them is a proposed $25 billion homebuyer program, and a separate measure would tax billionaires. Each needs a simple majority to pass. Together they would be one of the larger state-level efforts in recent years to help more people buy a home.

We are not telling anyone how to vote. Our job is to help clients in San Diego think clearly about what each outcome could mean for their plans.

For first-time and move-up buyers. Programs that help with down payments or financing mostly add buyers. They help someone qualify, but they do not add a single home for sale. San Diego County has had tight supply for years, so more qualified buyers competing for the same listings could push prices up at the entry level. Buyers who are ready now should not pause their search to wait for a program whose rules, eligibility limits and timeline are still unknown. If a measure passes, it will take time to put in place, and the details will matter more than the headline number.

For sellers. Owners of starter and mid-priced homes could see more buyers if new assistance money starts flowing. That is a reason to watch the results. It is not a reason to delay a sale that already makes sense for your timeline. Pricing to today's market is still the best way to get a strong result.

For the luxury tier. A billionaires tax directly affects very few people. Still, our high-net-worth clients pay close attention to California tax policy when they decide where to keep a primary residence and where to own a second home. Whatever happens on Nov. 3, we expect it to come up in those conversations.

For our Chicagoland clients. Illinois buyers and sellers should watch this vote too. A program this large in the country's biggest housing market will show whether state-funded help for buyers actually moves ownership rates or mostly moves prices. Other states, including Illinois, will be watching the results.

What we recommend. Read the measures yourself in the official state voter guide. Ask your lender how any new program might work with the financing you already have. Then make your decisions based on your own timeline. Ballot results can nudge the market. Your budget, your rate and finding the right house will still drive the decision, and our team is glad to walk through the numbers with you.
